Gambling with safe path to casino

There are three perfectly safe intersections with signal lights to enter the Muckleshoot Casino off Auburn Way South. I would like the name of the genius who thought that creating an additional pass-through across westbound traffic to enter the casino was a good idea.

It is an accident waiting to happen. Stupid.
